    Intercity Transit is currently recruiting for the fulltime position of Human Resources Analyst in the Human Resources division. The Analyst will perform professional-level analytical and program coordination for human resources programs and projects, with expertise in one or more HR functions including recruitment and selection, employee and labor relations, classification and compensation administration, health and welfare programs, drug and alcohol programs, unemployment insurance and workers’ compensation. The agency has two interest-arbitration eligible labor groups (ATU and IAM), and is supported by a total workforce of approximately 325 employees. Excellent benefits include health insurance, PERS and deferred comp retirement plans, and paid sick and vacation leave. Wage range is $66,865 - $90,281 annually.



    • Provide counsel, training, and technical assistance to employees, supervisors, and management on employment law and employment and contract related issues. Ensure agency compliance with established policies, procedures and rules, as well as State and Federal laws and regulations.
    • Manage recruitment and selection processes; develop and implement a robust outreach strategy and hiring initiatives to attract quality candidates.
    • Maintain and administer agency classification and compensation system, as well as leaves tracking and management system.
    • Coordinate agency response to accommodation requests, including dialogue with employees, physicians, and others associated with determining accommodations.
    • Cultivate collaborative and productive relationships with stakeholders and utilize effective interpersonal and formal presentations skills to build trust, influence outcomes, and ensure successful implementation of labor relations strategies.
    • Conduct or lead investigations into employment matters, including internal and external complaints, grievances, misconduct allegations, policy violations, or illegal discrimination.



    • Proven record of providing exceptional customer service in every interaction; cultivate collaborative and productive working relationships.
    • Strength in leadership, ethics, problem-solving, conflict resolution, strategic and big-picture thinking, and cultural competency.
    • Technical expertise and experience providing consulting services in one or more HR functions, such as recruitment and selection, classification and compensation, and leaves management and tracking.
    • Ability to effectively plan, organize, prioritize, work independently and meet deadlines; strong attention to detail and excellent follow-through.
    • Skill in performing mathematical calculations and statistical analysis.



    • Bachelor’s Degree in Business Administration or a related field.
    • 3 years professional HR experience; labor relations experience; an equivalent combination of education and experience may be considered.
    • Must be willing to submit to a criminal background investigation, the results of which must meet the agency’s hiring criteria.
